The San Francisco Human Services Network (HSN) is an association of your favorite San Francisco community service organizations. Members include shelter providers, local clinics, family centers, and affordable housing providers and more. HSN marshals the collective power of our members to represent their policy priorities and advocate for their sustainability. The cornerstone of our advocacy is a call for strategic investment from the City and County of San Francisco the services on which vulnerable community members depend. The city invests over $1 billion dollars in community services, yet each year the impact of those funds is lower due to rising service costs. HSN strengthens the partnership between the city and organizations by amplifying the call for sustainable investments in provider services.
The Challenge: Community service provider in San Francisco face growing costs each year to deliver the services on which many rely on, including wage costs, insurance costs, property costs, food costs, and more. Their ability to advocate or negotiate for higher wages is limited by the city procurement process, which renews contracts every 2-, 5-or 10-years, and does not always allow for changing of terms.

The Solution: By negotiating and advocating collectively for better policies related to community services, HSN represents the needs of San Francisco’s most vulnerable residents, and the workers who support them. As city contractors, our members benefit from a third-party representative to raise awareness of their joint priorities and concerns as they arise.

The Result: Better and sustainable social service systems that work in partnership with the local governments to address San Francisco’s most challenging issues, such as homelessness, substance abuse disorders, housing affordability, health disparities and more.

Member organizations of HSN meet regularly to share insights about local policy updates, and ongoing impacts to the communities they serve. Service providers are on the front lines with communities. They are best positioned to advocate on the behalf of our San Francisco’s most vulnerable communities for resources that address their growing needs.

HSN is led by our Director, Rocio Molina, M.S.L., who has served Bay Area service organizations for over a decade. Rocio is a graduate of Stanford University where she gained her B.A. in Political Science, and McGeorge School of Law where she gained her M.S in Law with a focus on Governance and Policy. Rocio is passionate about ensuring equitable economic development for underserved communities. She is dedicated to support programs and solutions that set a foundation for thriving communities.
